Managed IT services: what a good service level agreement actually measures

An SLA that promises 99.9 per cent uptime can still leave staff unable to work. The useful measures are the ones that match how the business feels the service.

When an organisation hands its IT operations to a managed service provider, the service level agreement becomes the main tool for managing the relationship. Many SLAs measure what is easy for the provider to report rather than what matters to the people using the systems.

Availability of what, exactly

A server can be up while the application on it is unusable. Define availability per business service, such as email, the ERP or the branch network, measured from the user's side where possible, and agree which hours count. 99.9 per cent over a month still allows about 43 minutes of downtime; make sure everyone knows which 43 minutes are acceptable.

Priorities that mean the same thing to everyone

  • P1: a critical service down for many users, or a security incident.
  • P2: a critical service degraded, or a service down for a single site.
  • P3: one user or a non-critical function affected.
  • P4: a request or question.

Write examples for each level. Disputes about priority waste more time than most incidents.

Response is not resolution

A provider that acknowledges a P1 in five minutes and fixes it in two days has met a response target and failed the business. Measure both response and resolution times, and report the median and the worst cases, not only the percentage met.

The measures that predict trouble

  • change success rate: the share of changes that did not cause an incident;
  • patch compliance: devices and servers within the agreed patching window;
  • backup restore tests: not whether backups ran, but whether a restore worked;
  • repeat incidents: problems that come back because the cause was never fixed;
  • first-contact resolution at the service desk.

Reporting and review

A monthly report should explain trends and actions, not only list tickets. Service credits matter less than a quarterly review where both sides agree what to improve next. ITIL 4 practices give a common vocabulary for this, but the agreement is what makes it work.

Our managed services team runs service desks, networks, data centres and cloud platforms for clients across Oman, under SLAs written around these measures.
